Rail repair

I just bought a 2005 Legacy GT wagon, and the plastic piece at the front of the roof rail is broken where the previous owner tried to clamp a rack tower to it. Is it possible just to pull the remains out of the metal part of the rail and put in a replacement, or do I need to detach the interior roof liner and remove the rail to do this?

That is a good question...and I have no idea what the answer is.
