Default A/f correction1 -25% cannot figure out!

Here is my story. Posted this in intro. This Just has some extra info.
This car is the death of me! 2008 legacy gt spec b. Hi, my name is Shane and I have been screwed by a used car lot. But they probably didn't know it either. I traded my 2005 nissan titan for something a little more sporty and easier for family use. When I test drove the car it felt good, thought it should have a little more power. All in all it was clean and it looked sweet plus it drove nice! So I bought it. After getting a feel for it, it just seemed to lack the power I expected. So I hooked up a vacuum/pressure gauge and results show 9psi max boost (crud). I smoke test, and carb spray all intake and vacuum areas to check for leaks and nothing.
I start researching, something I should have done before I bought the thing!
So anyway I learned all about ringlands and tad da!
#1 115 psi. 20% leakage
#2 113 psi. 19% leakage
#3 125 psi. 12% leakage
#4 110 psi. 32% leakage
Doesn't look good!
Smoke intermittently out of tailpipe at first start up, ussually after oil top off, no smoke through oil fill cap. uses about 1 quart per 250 miles, ya no joke! Can smell burning oil out of exhaust, but with no smoke even under WOT!

So now I have a brand new shortblock, vf52 turbo, 750 injectors, fmic all ready for install, but there is something wrong with my fueling but do not know what? I am not installing anything till I get to the bottom of it.
Should this be in "technical section" ya probably! But I'm new and this is my unfortunate introduction!

Here is what I see, a/f correction -25% under cruising and idle, so trying to take away fuel as much as possible. Any ideas?

This vehicle was once modified, but now is stock with exception of short ram spt intake. I can tell the inside of bumper has been shaved and had other mods.
I'm pretty sure this thing was tuned to mask a problem!
I bought a cobb and did the stage 1 tune and it would fuel cut at 3500-4000 rpm. Tried different tunes with same results. Talked to cobb and they said it likely had an open source tune on it which made sense.
So I bought the reprogramming cd from Subaru and used a j2534 reprogramming device to upload the latest software from Subaru. So this should overwrite any open source tune right?
Now it bucks and surges (fuel cut) just like it did with the cobb installed. I then reinstalled the cobb and same thing. So I'm pretty sure this thing was tuned to mask a problem!
So back the -25% a/f correction, could this be because of a bad a/f sensor or caused by the burning oil going through a/f sensor or? I'm pretty confused. Possible fuel pump is oversized for going back to stock? My questions go on and on.

I can't install my new stuff till I figure this problem out first. I will post some data for you guys to look over.
