power sreering or power steering rack

Having a problem with my steering only when at a stop and I turn the wheel I have a sound that sounds like either the power steering pump or the power steering rack is going out but if I'm moving everything moves fluently

I already checked the fluid level and the ps and it was a little lowbut did no difference in the sound when I filled it up

The sound is like a loose growling of the tires turning

I changed the Power Steering and alternator belt and the problem was solved. Trust me. 10 dlls problem if you change it.
